Talking from experience Pixlr is the best alternative to Photoshop you can find out there, it is one of the most important tools we use on this platform to edit/retouch images. Pilxr is an online service, so you need to be connected to the internet, unlike Adobe Photoshop that is available as desktop software.

You can use Pilxr in two different versions: Editor and Express. The Express is a simpler version of Photoshop where you can do all the basic functions of image editing, while the  Editor is more like a fully functional Photoshop.
